My secondary Hyper 212+ fan is in constant throttle

I have a Cooler Master Hyper 212+ with a push/pull (2 fan) configuration. All my fans seem to adjust speed based on my PC's demands except for the secondary fan on the 212+. It seems like it doesn't listen to my system and stays in high speed.
How can I fix this?

Where is that fan connected to? Is it on a system fan header? Molex powered? Split with a y cable to the CPU fan header?

molex, which probably means since there's no thermostat it's talking to the fan just blows full speed is there a way to plug the two fans into the one cpu header on the mobo?
