Computer not performing as well as it should/low graphics score on 3DMark11, need help

So I've had my computer for 2 years and I've had this problem for between 6 months and a year. I've been getting very poor performance, especially in games, as in the framerate is very bad, depending on the game. On Guild Wars 2, my framerate is often at 5 fps, even when the settings are set to the lowest possible. On Counter Strike: Global Offensive I have the exact same issue. While on games like Tomb Raider (the new one) and Crysis 2, I can get 30 and more FPS on the highest settings. I used to have Radeon HD 6970 2GB 880 MHz Graphics Card, and Corsair Vengeance 8GB 1600Mhz CL8 RAM, but changed it a few days ago. I still have the same problem. My current hardware is:

Gigabyte Radeon HD 7970 3GB 1100 MHz Graphics Card
Intel i5-2500K 3.3GHz (overclocked to 4.6GHz) CPU
Corsair Vengeance 32GB 1866 MHz CL10 RAM
ASUS P8P67 B3 Motherboard
Cooler Master V8 CPU cooler
Cooler Master Silent Pro M1000 1000W PSU

When I run 3DMark11 I get fairly low graphics score, while the physics score seems to be fine. My combined score is about 7400, while most people get scores between 7500 and 9000, or 9000 and 10500 with similar systems, if that tells you anything.

I run and have run Windows 7 Ultimate since I bought the computer, but the troubles seemed to start when I formatted one time, after my computer had started to run a little slow. Since then I've formatted several times, and installed the OS on several different Hard Drives. Recently I tried installing Windows 7 Professional to see if that helped anything, but it didn't.

The reason I bought a new Graphics Card and a new RAM was to see if that would fix my problem, as it seemed there was some troubles with the graphics part of my system, but that didn't fix anything.

My drivers are all also up to date.

So, my questions are as follows, and I would be very grateful for any help at all with my issue: Do you have any idea what's wrong? Would replacing my motherboard/CPU help at all? Would changing anything in the BIOS make any difference (I have the same problem even when I'm not overclocking my CPU, and I'm not currently overclocking my Graphics card)?

Again, any help at all would be greatly appreciated, even if it's just a small suggestion, or even something that has the smallest chance of being the issue, as I've really thought of all I can.

If I can't fix the problem, I'm probably just going to buy and buy a new motherboard and see if that fixes anything, though I'd hate to, as I really don't want to buy one unless it's absolutely necessary.

I managed to finally fix it. It was a stupid fault, and I'm probably an idiot. I fixed the problem by putting the graphics card in the other PCIe slot. Sorry for posing a stupid question and wasting anyone's time.
