Why do low fps look smooth to me in far cry 3

I played it for a while on the default high settings and it was fine, I tried ultra and it still looks smooth but I noticed when posting on another thread I noticed my GPU (2Gb 6950) should not be playing smoothly on Ultra @ 2560x1440 res. So I ran FRAPS and it showed I was getting 18-21 fps never above or below. Is it just my eyes or why does this seem just as smooth as it did on high? Does anyone else find low FPS looks smooth?

did you happen to enable v-sync? i play the game capped at 30fps and because the FPS is constant 30FPs at all times it felt smooth to me

With v-sync 2 which caps at 30 there is even more lag and stuttering.

Visually, I find 30 FPS can look smooth, but game play feels very unresponsive.

Thanks for the answers guys, so unless anyone else can add something I will assume its just my eyes. I will get my brother to have a go on it next time hes round and see what he thinks.
