Correct way to creating a blu ray disc

I'm trying to find the correct "No BS" way to creating a Blu-ray playable disc from an AVI or MP4 film.
could come someone tell me what it is ?
Someone told me I need to convert it to MKV2 , then someone else, MPG4, and another person .M2TS.
so is that all you have to do? eg just buy a converter and burn it to a blu ray disc or is there more to this than meets the eye ?
and one last one... is this burning process going to a huge amount of hours to render.

Most of the current DVD authoring software has added Blu-Ray capability to their programs. They should be able to do the necessary converting and adding menus.
