New HDMI Video Card on my old Asus Mb (not working)

Hi guys. I need your helps. I just tried to build a htpc using my old motherboard. It's an Asus P5KPL-AM SE. I bought a new htpc case with 250W power and a new Asus ENGT430 graphics card with HDMI, DVI and VGA. It's a low profile graphics card and intended to fit in htpc case and mostly used for Full HD Blu-ray 3D entertaintment.

Ok. Here is my problem. After plugging the graphics card screen does not come up and no warning sound from buzzer etc. I can't even get anything from the onboard vga port. The cpu cooler runs but I don't think the board is running. Everything works fine when I remove the graphics card?

Btw I tried the Graphics card on my new desktop with Asus P8Z77-V board and it works just fine.

I dont think it's a psu problem because I tried the same board with a 350W psu and still no luck.

What do you think is my problem?
