High Efficiency Rosewill PSUs do not seem to have OTP. Is this a problem?

I'm interested in the Tachyon 650W. I want a really quiet 650W for under $100, but after reading this article (http://www.tomshardware.com/reviews/power-supply-oem-manufacturer,2913.html), I became nervous about the lack of a digital security chip or OTP. Is this PSU a bad investment? Do high efficiency PSUs even need OTP? I remember reading that they run cooler, so is it a vital feature, or is it more important for older/less efficient units?
