Out of the one year warranty? Try unplugging the power supply and removing the motherboard battery for one minute, then reinstall. If it still won't boot, I would check the power supply first or borrow another one for testing only. Yours is no more than 300w; some are only 250. If it still won't boot, you can buy another hp board off ebay or get one from a vender like newegg and purchase another windows coa. Your original windows will only work with hp boards. When windows loads, it checks for a small bios file identifying your board as geniune hp. I use craigslist to purchase windows coa's; unopened copies of windows 7 start at around $60; I prefer the pro or ultimate versions if you can keep checking each day until one comes up.
