HD 7870 Tahiti LE throttling down to 925Mhz core clock

Having a issue with this powercolor HD 7870: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Just thought I would see if anyone has any ideas in a fix before I return it to newegg. The problem I am having is that the card is constantly downclocking to a 925Mhz core clock when ever it comes under load. I have tried ati drivers 13.1, 13.2 beta and 13.3 beta and none of them work any better or worse. Have tried the card in 2 different systems with two different power supplies and it runs the same in both systems. I have turned up the power limit to 20% and that didn't change anything. Also have tried increasing the voltage with no luck either. Temps on the card have never gone over 68 C.

One thing I found odd was the card reads a default stock speed of 975Mhz on GPU-Z, MSI afterburner and the powercolor tuner utility. This problem occurs at any speed I try to run it at over 925MHz. Thought the card was designed to be 925MHz stock with a boost up to 975MHz. I haven't tried a bios update on the card, not sure were to find one since the card isn't listed on powercolor's website.

Found some BIOS links tonight and flashed my card from the 031 bios it came with to 028 and it runs smooth as butter for anyone who comes across this with the same problem, real easy fix that had me worried all day :D
