HP G61 Overheating Problem

Im working on a HP G61 laptop. The person overheated it and ruined the processor. I put a new one in and redid the thermal paste with arctic silver and this still is still going crazy with the over heating. The fan is working i cleaned the dust out and everything. When i first turn it on its already above 50c. Now its just sitting here at 80c with a fresh install of windows and nothing running. I have redone the thermal paste multiple times(multiple different ways) and nothing seems to work. I am wondering if the motherboard is damaged in some way thats causing this to happen.

Any suggestions on what to do with this thing?

Following are the reasons for overheating, just take care of these things::

Stop Overclocking your CPU
Use Additional Cooling Units
Use proper ventilation in your room
Shut down your computer atleast two hour a day
Use CPU Heat Sink Paste in the processor
Make sure your dint restrict the speed of CPU fan.
Make sure your Heat Sink is placed properly above the processor
Clean the Processor fan, Heat Sink and other peripherals
Use High Speed fans
