Internet Extremely Slow Through Router

Speed through router:

Download Speed: 4234 kbps (529.3 KB/sec transfer rate)
Upload Speed: 113 kbps (14.1 KB/sec transfer rate)

Speed direct connected to modem:

Download Speed: 7230 kbps (903.8 KB/sec transfer rate)
Upload Speed: 5411 kbps (676.4 KB/sec transfer rate)

Clearly the upload speed is extremely concerning. My router is a Netgear WGR614v10. Everything through the router is ethernet, I am not using the wireless (basically using it to connect both my PS3 and PC at the same time). This router is brand new, I bought it because I thought my old one was causing the problems. Seems not. Any solutions everyone? I am great at following directions so any troubleshooting methods I will follow. Thanks in advance.

did you reboot the modem after you attached the router?

what kind of modem do you have?

Yes I've rebooted the modem and router multiple times. The modem is Motorola SB5101U. Got it through Cox. I'm very terrible at this stuff, and sadly not been able to find any fixes through the almighty Google.
