HD 6450 Causing 100% CPU usage

Hi
I recently bought a 6450 for an HTPC
MSI R6450-MD1GD3/LP Radeon HD 6450

finally got it and once I installed it the computer CPU is stuck at 100%
It is at 100% even when im using onboard graphics...if the 6450 is in the computer whether im using it or not it laggs it up, but as soon as it is removed im back to normal

converting an old computer into an htpc
HP A1130N
(ive got 2gb ram installed
running windows 7
stock 300W PSU)
mobo specs

I tried experimenting with old cards I had lying around with these results:

BFG Tech BFGR78256GTOC GeForce 7800GT
The computer runs fine with this installed...runs like normal

XFX HD435XZAHR Radeon HD 4350
This has the same results as the 6450...cpu 100%

the only thing I can see is the two cards that lagg me up are PCIE 2.0 and above and they are both ATI cards
The 7800GT is just a PCIE 1 card and is NVIDIA...the 7800GT also has a seperate power connector for its fan and wutnot, whereas the ATI cards are only powered by the PCIE slot

but shouldnt all of that not matter???

any help would be great!

I tried a different PSU (450W)
same thing... it starts running slowly before windows even loads

any ideas???

Ended up updating the Bios
had to use a Gateway Bios
so now it says Gateway when the computer starts
BUUUUT ... the hd6450 works as it should ... no more cpu 100%
Yay for me

had to use a Gateway Bios
so now it says Gateway when the computer starts
BUUUUT ... the hd6450 works as it should ... no more cpu 100%

one is the HP version of the updated Bios which I couldnt get to work
HP - HPA1130N.XP.Bios.Update.sp26713.exe
the other is the Gateway version which I am using now
Gateway - MS-7093BIOS.Gateway.v4.oB5.Bios.exe

If you cant find them with google I can email them to you just drop me your email
