Quiet Replacement fan for the Hyper 212 EVO?

what is a sub $20 case fan that is the best in cooling and silence. I was thinking one of the COUGAR vortex fans but wasnt sure if it is compatible with the brace that is needed to attach to the heatsink. any suggestions for best bargain case fan that pushes and and is extremely quiet

I use cooler master sickle flow 120 MM's on my cooler and case. I currently run 4 of them on the case and 2 on my CPU and it is honestly not very loud. I easily sleep with it not more than 5 feet from my bed. Quiet music totally drown it out and they cool great as well.
