Monitor flickering issue

Hey, i have a problem with a flickering monitor, it's a 19" LCD. I tried connecting it with different power cables and with vga/dvi cables and it still flickers.

I even tried to connect it to a different power outlet without connecting it to the pc and it's still possible to see the flicker when it shows the "no signal" thing.

Is there any way to fix this?

Ah there is obviously a problem with the monitor, could compatability, refresh rate, problems etc there is a program in windows the can see if your device is working properly but what version of windows are you using, also how old is the monitor?

I have windows 7 ultimate 32bit. The monitor is pretty old I think, it's not a real brand, and it's a 19" 4:3 LCD.
