How do you know if something got fried?

I am making my first computer. I put together all the parts except the HD and DVD and then turned it on to test it. The lights came on and the fans began to spin but I think (I am not sure!) that there was some clicking sound or maybe even crackling sound near the 8pin power supply connector and then the system started to go into an infinte loop. Now it could be that I was just hearing two fans near that part starting up. I have no idea! How do I know if I fried anything? There are no visible signs and no smell.

Hook up the cd,hdd and try to run the computer. If is doesn't work you may have a issue.
