Best budget IPS monitor

I found this Asus monitor on Tigerdirect which is an IPS for $179. Would this be good for my new rig? I am building a new pc with 3570k and 7870. I am not set on a IPS monitor but just looking for the best monitor under $180 adn over 23 inches. Any suggestions are is this a good monitor? Thanks
