Is this system bottlenecked?

Hello, I was wondering if my current system set up was Bottle necking In any way.
Here are my specs:

Amd Phenom ii x4 B55 3.6Ghz OC
4GB 800mhz DDR2 RAM
120GB SSD
Nvidia GTX 560TI
1080p Led monitor

Under heavy loads like Battlefield 3 Caspian Border 64man I get about 35-60 Fps with All high, no AA, 16x ansiofilter, and HBAO on.

I want to upgrade but I don't know which component to upgrade first. I'm getting about 100% Cpu and 100% Gpu usage so is it balanced?
I do notice my Gpu ram is maxing at 1024mb but is averaged about 980mb.

Should I try for a 4Ghz CPU OC? I got a nice Coolmaster CPU and ANTEC 300 Case with 5x120mm fans.

My next upgrade might be GTX 660TI OR Intel I5 3770k or Phenom ii x6 1100t Black Edition.

Leaning towards AMD cuz it's cheaper.

Any help would be appreciated!

I have similar spec:
X4-B55 4GHz
2x4Gb DDR3-1600 CL9
120Gb SSD ocz vertex3
HD6850 oc
1080p LCD TV 42"

In BF3 online, i could only run 768p ultra setting and getting 35+fps (sometimes dropped under 30 on maps with vehicle. I only play death match or whatever the name is, since 1,5 year ago)

Our cpu certainly not enough for BF3, I did try unstable 4,2Ghz and it gave a 5fps boost. If you already have good hsf, why not oc it into 4GHz. 10% clock boost surely help. I increased the vcore into 1,5V. I remembered when I testing overclock 2 years ago, from 3,6GHz into 4GHz, an increase of 10 fps in BF3 occured.

I would recommend to upgrade your cpu and motherboard. 1100T cost more than FX-6300 so its not worth it
