So i have a real garbage, old, loud, badly preforming, hp g62 244ca running windows 7 64bit and For games on lowest settings it plays at 15fps average. To combat this an obvious way is to lower the resolution, but the problem is non of the lower resolutions match the 16:9 aspect ratio of the laptops 720p display. Does anyone know how to make games and the screen run at 480p so that the fps will be higher yet i will not miss out on screen real estate?

I'm going to propose a very thorough cleaning which involves disassembly. This video shows how to http://www.youtube.com/watch?v=gxxV4gRTguk it is a rather involved process but once completed, should have done much to restore the laptop to running as like new. A local computer repair shop should be able to do it if it seems to be too complicated for DIY.
You can try blowing compressed air through the vents and it may help some but, I have found that once dust bunnies are formed within the laptop, disassembly is the only way to clear them
I feel it's a better solution than compromising your gaming continually
