i5 3750k- Not downclocking when idle?

So i've been running this processor for about 3 days now with no problems. However, when running RealTemp I notice that the mhz are constantly fluctuating and rarely fall below around 2400 mhz and is often 3000+mhz.

So basically what I'm asking is if this is normal? Before my chip was idling at around 25-30C but now it is around 40C and even though this does not concern me it still seems odd.

I have tried changing performance settings in BIOS from high performance to balanced as Ive read in a few forum posts but this didnt solve the problem. Also im not OCing and have Turbo boost enabled.

Might as well post my specs:
Mobo: Asus P8z77-V LK
CPU:i5-3750k@3.4 ghz
Heatsink: Corsair H100
Ram: 8 gb of Corsair Vengeance DDR3 1600mhz
Power: 1000W

EDIT: Maybe the thread title is misleading, by downclocking what I really meant to say is something along the lines of down throttling, because as mentioned before im not OCing in the first place

If i under stand you correctly, you see that your cpu clock is "throttling".

etc, sometimes it will be say 4000Mhz(200x20)
sometimes it will be say 4200MHz(220x20)

For turbo-enabled cpus, this throttling is normal.

When my 8350 is turbo-enabled it never falls lower than its base clock (4.0) and will throttle as load increases/decreases.
I'm quite sure the 3570k shouldn't not be downclocking all the way to 2.4 since it's base clock is 3.4.
