Slow graphic card or slow memory?

Hello mates. I have a little concern about something. When I tried to run my computer, everything is fast and smooth. When I use application (browser,games,etc) everything is working well. After a few minutes using those applications, when I click the desktop and right click an icon (I do this when I need to run something on administrator), it shows the loading circle and it takes quite some time (like 10-15 secs).. Do you guys know what could cause this?

Build:
AsRock z77 extreme4
120GB SSD [new]
2 500GB HDD (1 6.0Gb [new] and 1 3.0Gb [old])
i7-3770K [new]
2x 8gb ripjaws 1600 [new]
ati radeon hd 6870 [old]
750w PSU
Win7 Pro

If you know the reason for this please let me know. This did not happen before I upgraded. It was suppose to respond in an instant.

I think that the reason for this is the new ram you got, I suggest you try to get some new ram. i Would suggest Corsair Vengeance

You think it is defective? It should response instantly right because 16gb ram is fast enough..

16 gb is definetaly fast enough. so im sorry, but im not exactly sure
