Buy cheap and upgrade often or buy expensive and upgrade less often?

Hello,

As the title suggests, would it be more beneficial to buy a lower end GPU (overclocked) and upgrade annually (if possible) or buy a higher end GPU and upgrade less often?

Ex. GTX 670 vs. next generation 650ti.

Which approach would be more effective cost/performance wise?

Any advice would be much appreciated, thanks.

id buy a powerful GPU now like the 7950 or 7970 and when you cant play medium settings in the future, then upgrade.
