GTA IV Lag on good computer

I have a computer which should really be able to run GTA IV highest settings with no lag but it plays around 25-40 fps on medium settings. Processor: AMD FX(tm)-4100 Quad-Core Processor (4 CPUs), ~3.6GHz Memory: 8192MB RAM and my video card is a AMD Radeon HD 7700 Series. Surely this should run GTA IV with good fps right? Also I have lag issues with Assassin's creed III.

The only thing i can think of that would increase the FPS is updating your driver for your graphics card. Also keep in mind that 7770 and 7750 are entry level graphic cards and your not going to get 60+ FPS on high settings in most games.

Ok, thanks for the reply, sorry I'm kind of new to pc gaming, what's entry level graphics? And I can play Skyrim at highest graphics at 60+fps. I also forgot to mention that I did a benchmarking test for gta and got 53 average fps. I updated my drivers but for some reason I can't open amd vision engine control center?

When you said "7700 series" i assumed your Graphics card was a 7770 or a 7750 which are entry level cards meaning "beginner" or lower end card. Also, I consider 30+ FPS as good so 53 average FPS on GTA is good to play at and as far as not being able to open amd vision engine control center i don't know whats wrong all i can suggest is un-installing and then re-installing it.
