Yes, that is why.

Onboard graphics require memory, and usually eats a bit of your ram. In rare situations they can have dedicated memory.

I have a graphics card I got today but can't get it to work (see my other post http://www.tomshardware.com/forum/id-1641345/ati-radeon-5450-issues.html#10595446) I've tried disabling the onboard chip but it still won't work
