Can i run SimCity(2013)

i dont have a very good computer and i wanna buy SimCity but i have no idea if i will be able to run it. my specs are:

Intel Celeron E3400 CPU
3gb ram
Intel G45/G43 Express Chipset GPU

running on Win 7 64bit
