please help, big issues here lol!

bit of a long shot but are any ideas how i can fix my netbook?? when i try to download adobe flash player i am getting error messages, saying no file found in my dll. also if i try and do a system restore for instance all boxes are blank, no dates visable, and even the confirm or cancel buttons are blank so i have no idea which is which. this is the same for every thing i open on my netbook other then the internet. i cant access the internet via IE i have to use firefox or chrome. All i want is a flash player that i can actually install and use lol!! someone plz help!! i am using windows 7 starter

oh and to add i cant use command prompt either this isnt working at all, wont even open to allow me to type anything into that

You can try restoring the laptop to the factory settings, but you would have to make a backup of the necessary data (for not loosing them after restoring).
Do you have the laptop recovery DVDs?
If not, depending on the model, you can try accessing the hidden recovery partition (if not deleted).
Chrome does not need updating the flash player (it does it automatically).
