CPU usage spikes randomly

I just built a new system and every part to my knowledge is working properly but, randomly my CPU usage spikes causing my overall fps to drop to around 5-8 and I start to hear this robotic lagging noise. When I look at the task manager when the spikes are happening nothing is taking up the amount of space that it is telling me. For example lets say my CPU usage spikes up to 60% all the tasks from task manager add up to only 25%. I currently have Norton 360 so I'm assuming that the problem isn't a virus. When the spikes happen 80% of the time it is when I'm playing a game however it also happens when I'm just doing normal activities such as checking email or watching a Youtube video. Any help is much appreciated thanks!
