Is my CPU bottlenecking my GPU somehow? Need help.

Hey, I'm having a problem with all of my games, I've googled like crazy but still don't know what the proper cause is or how to troubleshoot but I suspect it's a CPU issue.

Most if not all games, especially newer ones, have these constant stuttering hiccups, as if the game cannot load something quick enough. It happens more when there are NPC's around. But it has nothing to do with framerate, my FPS remains high at 60fps and above but it still happens.

It seems like a CPU issue because I can put the video settings on a game to the lowest settings and it still happens regardless. However I also found some google results saying this is a particular issue with the model of video card I have, so I'm not sure.

Specs are:

Windows 7 64 bit (with all recent updates)
CPU: AMD Phantom 2 quad core 955, 3.2ghz
GPU: Radeon HD 6870 2gb (drivers updated)
Ram: 8gb ddr3
PSU: Raidmax Hybrid 2 630 watts

I think Metro 2033 is the worst offender out of the games I've tried, it's basically unplayable, but my specs surpass all of the system requirements. Even system requirements lab says I reach the maximum recommendation. When I've played The Saboteur, while driving the game often has to literally stop and load the textures on the floor before you can continue driving, it's crazy.

So does anyone know how to fix this or what could be causing the problem? Thanks.

its correct name is amd phenom 2 x4 955

it is good cpu

enable vsync in catalyst and in all games that you play to minimize stuttering

and use hwinfo64 to see cpu speed and usage and graphics card speed and usage

Hey, thanks for the reply. I tried turning on v-sync for all in catalyst but that didn't fix it =( Is there anything else I could try?

I downloaded hwinfo64 but I don't know what usage information I should post here?

you can use sensor window of hwinfo64 program to check cpu and gpu usage and their clock speed (you can create graph of readings by double clicking on any reading)

if cpu or gpu is causing bottleneck then you will see constant high usage of either of them

but it is an issue of micro stuttreing which is mainly due to gpu and drivers (but you already have updated drivers)
try latest non-beta drivers of hd6870

btw which motherboard you are using (you can use cpuz to check system specification)

My motherboard is Biostar A880GZ. I ran the game, then alt-tab (because the game is in full screen), then checked the clock speed in hwinfo and the GPU speed is at maximum, but then it goes back down to minimum (because game is no longer full screen).

I checked AMD site but I have the latest drivers, I've tried uninstalling and reinstalling the drivers before but it still happens.

I recorded a video of how it is, this is at lowest settings in-game, the framerate is high but the stuttering still happens.

Is it a driver issue? Maybe AMD will know how to fix it?

this is not a bottleneck issue

to remove any bottleneck you can overclock cpu and gpu too and dissable any power saving features (and use ati tray tool to force gpu to stay at highest speed (use it carefully))
you can use this guide to overclock cpu
