Refresh Rate, V-Sync, and FPS cap?

Trying to understand a lot of these settings with my new 60hz refresh rate monitor.

Some games allow me to set the refresh rate. Is it best just to set it to the refresh rate of the monitor (60)? Is there any point in setting it higher, or lower for that matter? Will that hurt/improve performance/appearance? And how about v-sync. If I set the game's refresh rate to the exact same of my monitor, is having v-sync on pointless?

Lastly, what about games that allow you to set a cap for the fps. Should I just set this to 60, the same as my monitor? Is there any point in letting that stay uncapped? And how will this affect performance/appearance... Confused lol
