Hi, I have recently bought and installed a new graphics card (radeon hd 7850 2gb) into my system, expecting my fps in games to increase and run the newest games at their highest settings. I have not been able to do this however.
My specs are:
-AMD Radeon HD 7850 2gb
-AMD Phenom II x4 850 3.3ghz
-4gb Ram
-1920x1080 native resolution

What is the main problem in this system that is stopping me from running these new games (Borderlands 2 etc.) at their full graphics?

If you want to be able to run all of the latest games "BF3, Crysis, Borderlands, etc..." I believe you will need a better graphics card. From what I've read the GPU I'm about to get, the Radeon 7970, is a few steps up from yours, and can handle BF3 on ultra with decent FPS.

I have read reviews and people have said they can run games like Borderlands 2 and BF3 on high with great fps, so I was thinking, is my CPU weak? Because I seem to be able to get great FPS in small areas but in big open areas my FPS drops massively. Is this a problem with my CPU?

It could be that, it also may be you only have 4 GB RAM, usually for gaming people stick with 8 GB. I'm not a RAM expert though so I could not help you if it was.

3570k is a great gaming cpu. Doesn't cost too much either.
