quad core cpu help

i have an hp desktop, model m9400f quad core at 2.4ghz, 4gb ddr2 ram, 750gb hd,

when i try to put an operating system on it, no matter which one, i have the same problem, installed xp today, everything seems good, drivers installed. then when i go to shut down and turn it back on, my cpu load is going crazy! 50% to 100% randomly just turning it on. im just lost.. can anyone help ?

Did you upgrade the CPU? The specs listed by HP indicate a different CPU (Phenom 9750, 2.4Ghz). If so, what CPU did you install?

How long does it spike to 100% when you power on/off? Seconds or minutes?

Also, have you scanned for viruses and malware lately?
