Is my PC bottle-necked ?

My PC components :

Motherboard : Gigabyte z68a-d3-b3
Processor : intel i3-2100
Rams : 3*2 giga kingston 1333
Graphic Card : Ati HD 6950
Hard Disk :Western Digital 1TB Black

Bottle necked doing what?
Are you gaming, video editing?

Your processor is no slouch, even for an i3. It has a decent amount of onboard memory...

But its important to know what your doing to determine if there is a bottleneck somewhere

Thank you for your reply , i use the pc almost for gaming , so what are your suggestion ?

well... some games are more CPU intensive than others. Skyrim, Flight Simulator X, Battlefield 3, ect. are more CPU intensive games.
Other games, like FarCry 3, Metro 2033, Crysis 3 ect are very graphic intensive.

If you are finding your frame rates allot lower than those you see in reviews of your graphics card, http://www.techpowerup.com/reviews/HIS/Radeon_HD_6950/
http://www.tomshardware.com/reviews/radeon-hd-6950-1gb-...
then you may want a beefier processor.... if you have the budget, you can spring for a Intel Core i5-3570K (same socket as your current card).

At the every least you can try OCing your card a little bit. It has a locked multiplier, so i wouldn't expect much, but you can try for a few Mhz increase to see if that helps you out.
