Can my PSU handle GTX 650 ti ???

my PSU 400w (no name) all i can find on it is (Digital)

it handled 9500 gt which is using 50watt and GTX is using 110watt that's 30w more...do you think it can handle it or should i buy a new PSU?

BTW, your maths looks a little off.
With 20A total according to the rating label, and an unknown make, I'd certainly be looking for something better. Cheap PSUs are notorious for not delivering their rated output/s and well known for their ability to damage the rest of the system when they fail.
Give us your location and someone here will probably be able to give you a list of useful links to help with the shopping.
Given the voltage on that rating label I'm going to hope you're in England, coz this is a super price for an outstanding power supply:

Yah, I know it's 500Watts and far more that your system will ever use but for 40 quid?!

i am from Egypt.....and all i can find in stores are Cooler master brand from 500w to 700w
i found Cooler master 650w with 80+ certified

there is some other brands but never found them in newegg.com
like: ( Gamma - Raptor )

i just wanted 500w PSU but as you said it may not deliver their rated output/s

also i wanted to get GTX 650 ti but my budget is only good for hd 7770 because i want to buy2x4GB rams and the new 650w PSU.

Coolermaster are not the best and the others are not known to me, to stay on the side of caution I'll suggest you look for the following suppliers: Corsair, Antec, Silverstone, OCZ, Pc Power and Cooling, XFX, Fractal Design and FSP. They may not be available in Egypt, sorry, mate, I just do n't know.
The Coolermaster is OK, but you might get a better unit for the same money from one of the suppliers I've listed. In any case, you'll not really need more than 500Watts with a single 6-pin PCI-E power lead (for the card).
Why the 4Gb memory upgrade?

1-I will try to search for those PSU brands
2-Cooler master 500w PSU doesn't have 80+ certified but i will look for it
3-i want to upgrade my 2x2gb to 2x4gb for future gaming and some current games like (Battlefield 3 and maybe 4 and Dayz) and some times when i play any game it uses like 50% of the ram when i try to open the internet while the game is on the PC freezes ( i have i5-2400 so its not the Processor fault )

one question will hd 7770 OC run BF3 multiplayer and get like 50 fps in ultra in (1366x768) res?
(looked in some benchmarks and the hd 7770 OC got 31 fps in ultra in 1920x1080 with HBAO and AA and MSAA ) but i think i will get higher Fps with (1366x768) resolution and i will off the AA-HBAO-MSAA.

i will get like 55 fps or more. Right ?

2 The higher efficiency is helpful if you're paying a lot for electricity and run the system for long periods, but it's not an 'must have'.
3 there may be other issues here, check Task Manager, you may have other programs open that are taking up system resources, causing this freeze. It may also be an issue with the game, check for updates that may stop the problem.

With both AA and Ambient Occlusion disabled, and at 1366x768 rez) then yes, I can see the 7770 getting close to that, you might want to turn down shadows and smoke effects a little as well, though.
