Potential Bottleneck with GTX 660 ti (sli)

This is a newly built gaming rig and i was hoping that it would have steady frame rates above 60 in Ultra settings in BF3. But sometimes it drops down to below 50 fps all the way down to 40. After this happened, i reinstalled all drivers and see if the problem is solved but it still persisted. So i opened up GPU-Z to check the gpu load when running bf3. In sli mode, both cards stayed below 50% load on ultra and i still experienced low frame rates. On one GTX 660 ti, the load was on 50% most of the time, sometimes going up to 80% but thats the maximum it goes. Most of the time at 50% and i get frames as low as 30 to 40. Can someone please explain to me what is going on?

Build: Motherboard- Asus Sabertooth Z77
CPU- Intel i7 3770K ( OCed to 4.4 Ghz)
RAM- Corsair Vengeance series 16GB 1600Mhz
GPUs- Two Nvidia GTX 660 TI 2GB standard edition (Stock Clock)
PSU- Corsair AX1200

Turbo boost and hyper-threading is on.
