Is my 7970 faulty?

I'll give an example, when I play far cry 3 I max all settings and enable vsync @ 1920 x 1080 and I get around 30 - 40 fps but people have claimed to have 70 - 90 fps which has worried me. I'm wandering which is right and what sort of performance I should get with my card. (Ati sapphire 7970 3gb ghz vapor - x).

first of all, turn off vsync,
how much AA u have on and what kind of ambient occulusion, HBAO? HDAO?
also, your specs?

My pc: fx8350 @ 4ghz; 8gb ram;fatal1ty 990fx motherboard ; 1tb and 500gb hdds; h40 cpu cooler; and of course the Ati sapphire 7970 3gb ghz vapor - x

Those framerates are normal.

yeah your 7970 is just fine.
just adjust your settings a littlebit and u should get higher framerates(if u want)
nothing is wrong with your card, Far cry 3 is just poorly optimised
