HELP!!!! PC isn't booting up properly!

Hi
alright, so i turned my pc off by holding the power button because it was frozen. Now when i try to turn it on it gives me a error and says i could either start windows normally (it doesnt work as it just re-boots to the same error screen) or start-up repair that says it doesnt know the error and cannot fix it.

If you could help it would be amazing!

This has also happened to me in the past. Is it a hardware issue?

Have you tried repeatedly pressing F8 while booting and choosing from the boot list? Try "Last Known Good Configuration".
You can also boot into Safe Mode and trying doing a System Restore to bring your computer back to a time when it was working fine.
