I have this Nvidia GT520 GPU to work with until my budget improves, but using it to play even SimCity 4 results in temps of 106C (222.8F, over boiling!) with the built-on fan at 100%, clearly not a good thing.

(No idea why the pic isn't properly oriented, it was when I previewed it before sending it to my image host.. whatever)

Since its performance is low already, I don't want to underclock it, but a thought occurred to me this morning - I wonder if it has any headroom to be undervolted while maintaining stock speeds? That would certainly reduce the heat generation, would it not?

How can I lower its voltage safely?

Also, I have a spare 120mm case fan - How should I place it relative to the card to increase its cooling?

Thanks!

are you sure the fan is actually spinning properly even if it is set at 100? it should spin like 3000-4000rpm at full tilt since it is so small... would make quite a noise as well...
I dont think you can fix this with an extra case fan unless you bolt it to the heatsink directly. And that would only work if the heatsink is making a proper contact with the chip and only the fan on it has failed. So check the fan, if it is ok then the thermal paste has probably dried up, so you'd need to remove the heatsink and clean the old thermal paste from the chip and the bottom of the sink, and put some new paste on it and screw the heatsink back on...
