What is the best Video Card for my machine

Im looking to upgrade my video card, price range around 60-100bucks, been looking at a couple on ebay
Force3D HD 5450 AMD ATI Radeon 2GB PCI Express x 16 Video Graphics Card HMDI DVI,
And this one
NVIDIA GeForce 8400 GS 1GB PCI-Express 2.0 x16 DVI+HDMI Single Slot Low Profile Video Graphics Card

What do you think? Can my desktop support it? is there better out there in my price range?
Just looking to play some online games Like Eudemons and League of Legends. Emulators to for the classic games! ect.. any advice would be greatly appreciated. Thanks!

Hp Compaq dc7700c
intel core 2 duo 2.13GHZ
Intel q965/q963 express chipset family
3GB ram(upgrading soon)
320GB Hard drive.
