Using a Switch without a router

Short answer is yes.

You could try to just use those 169.254.xx.xx addresses microsoft generates when it can't find a DHCP server. Tends to be a more of a pain to keep track of them than just setting static ones.

You wouldn't be able to route outside of your network to say the internet, but yes, you could do that. Just set the IPs statically for the 192.168.x.x network space of your choice, and make sure you have a proper hosts file with the IP addresses and names in the right format in C:\Windows\System32\Drivers|etc\

You would also want to create a workgroup / homegroup for these computers as well...
