The term "bottlenecking" gets thrown around a lot and misconstrued. Same thing with "future proofing". There really isn't a way to truly define either. Most modern GPUs and most modern CPUs definitely will not bottleneck each other - whether you're pairing a low end Pentium G2120 with a 7790, or a high end CPU like the i7-3770K, those won't bottleneck. What will be a bottleneck is something that people least suspect and that's the primary storage device.

Yes, but some games are more dependent on the CPU than others, thus not allowing for higher frames that the 7790 could produce with a better CPU. That's what I believe OP is getting at.

Yeah that's true to a certain extent. But it's mainly strategy games where you're controlling tons of units that a higher CPU is needed. First and third person games it's all about having the best GPU you can get. You could hypothetically run a Titan with a dual core Pentium and it wouldn't really bottleneck the build that much.
