I'm building a PC for a friend of mine and I was wondering which PSU would make his PC more secure and lower the risk of failure?

It will be running an i3-3220 and an HD7850. Is the power sufficient enough where it will last or should really go on the safe side and get an XFX 450w?

The reason using the XFX as a last resort is because we're on a budget and I'm trying to cut as much cost as I can. I don't mean by cutting cost in that I'm getting him a cheap branded PSU though, these guys are supposedly good PSU's. (Earthwatts is made by seasonic.

I'm not buying from newegg, I'm using other sites like NCIX and directcanada where I found three of these PSU's for cheaper.

The difference between the 380 and the 450 isn't really all that much if you look at the actual rating stickers (336 watts on 12v lines vs 360). Either will probably run that machine fine (I have an EA380 running an i3-530 w/ a 5770 that I'm putting a 6870 in to)

If you are worried about it and are willing to spend the 59 bucks, why not just grab the corsair CX500 that's on sale for 60 bucks and is a 500 (and a single rail design) and can do about 100 watts more on the 12v line.
