Is overclocking worth it?

I am trying to get a good build for under $700 but I can't decide whether I want to overclock or not. Would it be better if I just got a good CPU and gpu so that I don't need to overclock? Seems that overclocking is more of a hobby then actually making games perform better. This guy can max skyrim with a bunch of graphic. Mods

It doesn't even seem like a super good build! Mine has a i5 3350p 3.1ghz and a hd 7870 xt could I get the same results with the 7870 xt or a 7950?!!??

Ok, phew srry just so confused about what I need for a good build.
