Why is rendering images so slow?

Even when I shut down unneeded services and programs, scrolling images locally stored on SATA-III SSD is painfully slow and jerky -- often 2-3 seconds to render an image smaller than 500MB [CORRECTION: KB, not MB]. Happens with Chrome and IrfanView alike (both updated). Should this be? Some internal settings I should tweak? (Don't want to OC because chip is too hot as is, with OEM fan and open case.)

500MB is a large image (like really really lage). Given the fact that your SSD can only read from the disk at 400-500 MB/s its going to take several seconds to process and display on the screen.

You're right; I misspoke. I should have written "500 KB."
