Low FPS in Assassins Creed Revelations

I have a more than capable computer to play this game :
Amd fx-6200 3.80Ghz x 6
8Gb DDR3 1600Mhz
Sapphire Radeon HD 7870 2GB Ghz edition
artec 750W PSU
GA-970a-DS3 Fujitsu MJA2500BH G2 ATA 5400RPM HDD
Iolair 1440x900 75Hz (some unknown make)
But as soon as i'm street level or roof top level my frames go from 75 to 30-50, but my Gpu usage is at 30% and cpu at 45% on roof top with 25-40FPS and on street level Gpu 30% and Cpu 45% with 40-60FPS. So look likes to me that the game can't use all my gpu or cpu. The game is on version 1.02

the game is not fully optimised or your drivers are old.

All my drivers are up to date. So does that mean I can't do anything to make it better ?

not much but you could tweak your game settings:
run in higher priority
triple buffering
on the go oc'ing
things like that
