Is the budget of $1000 just for the tower or is it including monitor, keyboard, etc?

Change the CPU to a FX-6300(cheaper + more appropriate) or i5 3570k(better) and upgrade the graphics card to a GTX 670 or HD 7970 both same level of performance just up to you for preference over wise a pretty good gaming rig.

I would go for the radeon 7970. It runs smoother and faster than the gtx 670. If you are willing, I would go for the gtx 680. The 680 runs better at higher resolutions and you will have phyX, which would be a lot in playing games such as borderlands 1 + 2 and bf3 + 4
