I don't know what it is.. but I have all the fans of my case running..

It is kind of noisy... if I decrease the speed of the fans through my BIOS will it make it quieter and will it have any 'bad' effect towards my system as a whole or should I leave the fans running at their default speed?

It's up to you. Fans supply cool air into your system. Theoretically the more the better but you should also have a way to get it out (exhaust fans). Turning the fans down shouldn't impact your system in a negative way by any stretch of the imagination. As long as your GPU and CPU temps are okay, which I suspect they will be then it's fine. I have my fans turned down ALL the way if you wanted to know, I don't like loud fans :p

Hope this helps,
