windows does not respond

When use my laptop windows takes 15mins to start and nothing responds for 10mins. But that is not the only thing this is the 3rd time i have had to re install it this month. Due to windows failing and not starting up.

6GB RAM
INTEL M330 2.13GHZ 2 CORE CPU yes i have got a new cpu my old cpu was pentium p6200

If you've done a reinstall multiple times then i would assume a hardware problem, try running a HDD test. You can boot something like Hirens boot CD: http://www.hiren.info/pages/bootcd which has a bunch of different utilities.

What exactly happens when Windows fails to start up?, does it just give you a black screen?
