Old CPU, want to upgrade my HD5770.

BUDGET RANGE: Does not matter.
USAGE FROM MOST TO LEAST IMPORTANT: Mainly gaming, currently playing World of Warplanes, Defiance, Bioshock Infinite and Guild Wars 2. Also I stream World of Warplanes.
CURRENT GPU: PowerColor ATI HD 5770 1GB
POWER SUPPLY: Corsair Tx 650w.

OTHER RELEVANT SYSTEM SPECS:
AMD Phenom X4 955 Black Edition
Gigabyte GA-MA785GMT-UD2H Mobo
4 GB Ram - Will be upgrading to 8 Gb shortly.

PARTS PREFERENCES: ATI video card.
OVERCLOCKING: Maybe
MONITOR RESOLUTION: 1440x900

What I really want to know is what is the best ATI card I can get without my CPU bottlenecking the card. I just need something that will play most games at High settings till next year (which then I will be getting a completely new rig).

I would definitely get either a 7850 or a 7790 (or a 6950/6870 if you can find a clearance price on it). This should be a sweet spot for you in regards to your processor.

Besides, at that resolution, any of these cards should run your games respectably... well enough to tide you over until you upgrade your rig next year. Plus, you'll get the Never Settle bundle with Tomb Raider and etc, which is a nice value (although you evidently already have Bioshock Infinite).
