hd7970 voltage unlock?

so i been reading lately all cards been voltage locked to force people pay to have voltage unlock by buying ghz edition, is this true? and can anyone tell me work around? does disabling AMD overdrive fix this? i'm thinking about getting 2xHD7970 asus or Gigabyte also apparently theirs modified trixx software enables voltage unlock but i want to be sure.

There are unlocked 7970's, more of them than locked ones as far as I know. If you do buy a locked one you can flash the BIOS, but its risky.
