PC wont boot with 6990 plugged in only able to use Onboard VGA

my psu is XTremeGear 800 Watt Power Supply

it came with the pc from cyberpower

this only started happening this week

is this a component failure

Sounds like power supply has grown too weak to me, at least thats where I would start looking.
