yes, it's mainly for a secondary fan on the cpu heatsink, but otherwise its the same as everyother fan header on your mobo, you can use it as a case fan plug.

Yes, you can control the speed via the BIOS

I don't think it can be contolled independent of the main CPU header, at least in my case. It's meant to duplicate the main header PWM settings. Any fan should run on it, but it will adjust its speed according to CPU main header.
