i7 950 problem?

Ok here are my specs,

i7 950 3.07 ghz
12 gigs DDR3
HD 7970 OC
1k Watt BFG PSU
120 gig SSD
1TB HD
Full Tower LOTS OF SPACE

So my question is... When I play games WoW, or others, I am not getting the frames I should... Is my processor holding the 7970 back? I mean I have to play WoW on low graphics, and now even on low when I am doing something with a lot of pixels on the screen I will get like skips.. freeze for a sec, and then keep going you know... I have no clue what would be causing this, I just did a complete windows reinstall, and also run CCleaner daily... any help would be appreciated.

I should also note, that I run 3 screens at 1920, I don't run all 3 for games just the center one, which is hooked up with HDMI and running 1080p, with my system I am currently sitting in the middle of a low pop town getting 35 FPS on ULTRA...

It's not a custom overclock its just the Gigabyte OC 7970, I did some testing with graphics, and View distance witch is CPU and RAM intensive... moving it lower and lower settings increased my FPS with everyhthingelse on ultra.
